At some point vaguely in the future, a group of investors put up the money to build a secret underground reform school for the worst problem children of the privileged class. The main idea is that their parents will be able to send them off someplace they can’t get away from until they are at least legally adults, and have proven at least some ability to follow rules.
The first class consists of the same profile types as above, but from upper middle class families which are offered free admission, the founders of the project know their will be a initial period of panic induced violence and wish to let the worst of it fall on those whose parents are unable to effectively pursue legal action.
The school is named Applegrove Reform school, the uniforms consist of rust colors blazers, orange and green plaid pants or skirts and black canvas shoes. Class start at eight thirty AM with a home room during which a daily schedule is delivered to each student and runs twenty five minutes followed by three classes on the hour which run fifty five minutes, with a five minute gap between classes. After the first three classes there is a hour lunch break followed by three more classes.
The school is built on two levels and four wings, the upper levels of the wings consist of four barrack style dorms, ten bunks, desks and standing lockers per room, twelve rooms per wing with a large shower, toilet, laundry room at the end and doors to the central area in front. The north and south wings are boys, the east and west wings are girls.
Demerits count against the total amount of graduation credits needed to get out, being present in the wrong dorm after curfew is worth a demerit, being out after curfew is worth a demerit, damaging school property is a demerit, initiating physical violence is worth three, killing a student is worth one thousand.
The central hub consists of a well lit cafeteria with vending machines refilled from above, surrounded by the clubrooms. the Lower hub consists of four special areas, the kitchen, the sanitary station, the repair station, and the gardening station.
Each area can be worked in as part of extra credit, either preparing food or doing upkeep on the school in return for a extra class worth of credit based on participation and attendant.
The lower floor of the wings contain the classrooms and testing rooms. there is a fifty foot wide circular area accessible from the ends of the lower wings surrounding the school, a running track is set in the middle with gardens and patches of grass set to either side along with such things as a pool, tennis, basketball courts and other recreation areas.
The sides of the “outdoor” area show the cut bedroom stone the school is buried in, ten stories above is a tiled ceiling with sprinkler heads and grow lights.
The special areas are supplied with elevator room in which fresh food, replacement parts, new uniforms and such are delivered, the elevator rooms rise at the end of each day and will not rise unless no one is in the room and the door is shut.
All areas of the school are monitored by a set of visible cameras, a set of hidden cameras, and a set of randomly placed subsonic emitters which create vague images of whatever they don’t hid against a sensor grid built into every wall.
Student have no direct interaction with anyone outside the school, request for special supplies like new uniforms and other things not contained in the venting machines are require filling out a form in homeroom, and are delivered by a drop chute in one of the testing rooms. Students are monitored but the system is rigged to make it appear as thought they are being watched closer then they really are.

Classrooms will not count anyone’s attendance if the door sensors are damaged.
A list of services which will be cut off for the entire school if the a minimum amount of school wide credit is not earned is presented daily in the homeroom.
A medical club room is the only area with any interaction, a monitor presents written instructions in response to spoken questions instructing student to perform tests using equipment, in the event of a dire medical condition a small elevator room can be use for the wounded or sick student to be taken out of the school, never to be seen again.
Female students have birth control implants, students requiring medication are supplied as needed by a drop slot in the testing rooms. Severely physically or mentally handicapped students are not present.
The school has a graduate requirement of 60 credit per grade to graduation, which ends up requiring a better then C average or some club activities to get out.
Other then the special service club and the medical club, there are sport clubs and form available in the at the homeroom computers for organizing special clubs, in addition student can review additional lectures for other classes and then take test on them for extra credits.
Now, what have I missed that might come up in a school full of moderate to highly intelligent teenagers with anti social or even violent tendencies, pissed as hell and looking to do some damage to something or someone or just get the heck out, at least as far as the designers trying to anticipate and provide for?

Most of what I am thinking of being the targeted kid are the one who mess with people,trash things, and push the limits, not the suicidal types. But adding a three demerit penalty to the rest of the nine in the barrack of a suicide sounds like a good attempt at mind gameing.

Also getting the kids to learn how to do things without getting themseleves in trouble meets the goals of the program, put the brats away somewhere they can't get out of, make them learn how to jump through hoops before they can get out. Pantless, pranks with cloths, all that they can and will do as I will be useing those ideas, thanks.
As long as they are in there wings they are good, they got to be able to get down to the bathrooms and the designers want pranksters and such to be stuck in at night where other people can get them.
No exercise, but sport clubs for extra credit are avilible, activity is monitored by checking in on a machine with a student ID or laps on the track by four sensors that pick up on them as they go by, spoofing the sensors and or badge readers is easy but human observers will check up on a constant and later spot basis and reasign credit to whoever did the work.
Why try to control girl and boy, or boy boy, girl girl recreation? They can't stop it and as long as it is done in privette it isn't something that needs correction to make the kids safe to be released backed into public from a parental embarrisment point of view. Violent rapes get 3 demerits the same as any other violence.
It does occur to me that haveing a barrack wide single demerit everytime someone does something bad enought to earn 3 or more demerits might be a way to use peer pressure, a beating from a entire group, or even just tieing down a troublemaker to his bunk as a way to convince someone to start following the rules.

Something like "I'll give you snacks and things worth twice as much as the penalty you'll get from busting up the cameras."

That last bit being a bluff that the first person isn't really sure about but also part of the test to see what they can get away with. Then they might move on to framing other students with jacket tracking and misleading audio information.

The designers plan would be,
Make then jump through hoops to get out,
Make it harder to get out for hurting other people,
Let them stay down there and rot until they are ready to jump through hoops.
Reward other people for cleaning up after someone who breaks things or make messes.
Message: You are only makeing opprotunities for other people to get out.
Any activity is acceptable as long as they arn't hurting anyone else. ( so let the kids screw their brains out.)
Message: No one cares about you, you are on your own.
Any activity that contributes to maintinace or meets a approved preset goal, even if it is just showing up to a club meeting and sitting there, gets rewarded.
Message: Obey the rules and you get to leave.
Blanket parties are punished as any other act of violence but would send a message to anyone getting one, as a single act of violance, participants would get 3 demerits on thier own and none for other members of the same barracks being involved, while those who do not participate would only get one total, instead of one for each barrack mate involved.
It might be a small price to pay if the guy getting beat has gotten you five demerits in the last week.
A curfew and limiting people to their all male or all female wings after hours limits thier sex lives at least as far as co habitation goes, since the only punishment given out is demerits which are also the only punishment for violence, the designer dosen't want to make getting laid a without getting in trouble impossible, just to take following some rules to arrange it at a time when neighter party will get in trouble.

Have you considered having one of the administrators of this place being a jerk just because they can? Creating rules just to mess with the residents for instance:
When getting out of bed, one's left foot should always land before the right.
Every night at 1:53 they must get out of bed and do 27 jumping jacks.
Messing with the controls for the showers/ severely limit time available for showers.
Disable showers entirely, all washing must be done from the toilets.
Swap around jacket IDs so that they have to try to find whose jacket they should have, then wear one that does not fit at all.
One person must stand awake all night, falling asleep gets everyone demerits.
Nothing but lima beans available for food out of the machines for 2 weeks
Alternately provide nothing but caffeinated beverages and decaffeinated beverages.
Not that I hate the characters who are going to populate this place or anything :D

Muert: I want to keep the authority figures faceless and as non characters, so messing with the student detainees would work against that story wise.
Plus granting demerits as punishment is in a way rewarding acts of rebellion, they give the message that thier anti-authority acts have gotten a reaction.
Makeing rules that cause inconviniance also makes rebelling against them socialy acceptable to the other students, other people getting demerits for breaking annoying rules are heroes, people getting demerits for beating people up are potential dangers.
The only demerits awarded for non violent acts are breaking curfew and being in the wrong wing after curfew, breaking a annoying rule with no witnesses because they are all asleep gives no rebel hero trill, and breaking the curfew rule in such a way that wakes people up so they can see you breaking the rules is just going to annoy them.

If they're being very careful it would be stupid to think letting the camera repair guy encourage others to break cameras wouldn't be risky. Unless the kids who aren't from rich families are stupid by default (uneducated sure but "street smarts" might be more useful for taking advantage here than book smarts and some critical thinking that most of the rich kids have probably been too problematic to get anyway,) then this sort of thing would have already been abused by the first group by the time the rich kids got there.
With a kingpin it just might get abused subtly enough that the people running it didn't know what was going on but that's a bit of a stretch.

How are changes to credit levels announced to the students?
Have they thought it through thoroughly enough to deal with one student stealing another's jacket to keep them from getting their medication? Surely there would be a few who could convince others that they would kill them that way without ever intending to go so far as to get that penalty.

Are they able to do something like pump sleeping gas into the place so they can come in and repair vandalism to the various fixtures or wall/floor damage related to escape efforts (wince prisoners tend to have some pretty crafty ways of whittling away the barriers to their escape often involving the kinds of stuff you could get from those vending machines all off your own budget in, say, several months)?
